• Apply advanced principles of fire behavior, fire dynamics, building construction, and fire protection systems to evaluate fire risk, support operational decision-making, and enhance life safety outcomes in diverse emergency environments.
• Demonstrate leadership and administrative competence by applying personnel management strategies, ethical decision-making frameworks, organizational development concepts, and effective communication practices within fire and emergency service agencies.
• Analyze legal, political, and regulatory issues affecting fire and emergency services and apply this knowledge to manage risk, ensure compliance, and support sound policy and administrative decisions.
